ANSWER:
Hello Jan,

Keep in mind that it takes practice in order to master this, OK? 

Also, understand that if you move your finger too far to either left or right, you may inadvertently move an Icon off of the current page and onto another.  So, when moving Icons, start by moving them say one Icon space at a time instead of from one corner to the next. 

Oh!  One more thing, don’t worry about messing up your Home Screen/Springboard Display.  You can easily reset the Icons to their original order by doing the following:

1.
From the Settings Menu, select General.

2.
Select Reset.

3.
Select Reset Home Screen Layout.

Alright, now to answer your question: 

To move an Icon via VoiceOver:

1.
Find the Icon you wish to move by sliding your finger onto it.  VoiceOver will announce its name.

2.
Lift your finger off of the Display Screen.

NOTE:
Even though you are not touching the Display, the Icon is still selected. 

3.
Double-Tap-Hold.  This means that unlike a standard Double-Tap after which you lift your finger off of the Display Screen, upon the second tap, do not remove your finger for doing so is equivalent to a standard Double-Tap. 

4.
With your finger on the Display Screen, as the result of a Double-Tap-Hold, slide your finger (and, consequently, the selected Icon) to a new location.

5.
To release the Icon in its new position, simply lift your finger from the Display Screen.
